General: Putting together a development team

Every year at tax time, I look to see if there is anything new in Linux software that is equivalent to TurboTax or Tax Cut. Again, this tax year (for 2005) there isn't. I have been sitting around for almost 10 years waiting on someone else to do something I am very capable of doing. This something is creating a gui based tax return software for Linux. There have been a lot of reason why I keep putting this off, partially because I simply hoped someone else would do it, but mainly because its a huge project that will take a lot of time to do alone, and will require a lot of technical support to keep it going while squashing bugs and updating for new tax years.
The alone part is the key term above. I simply can't take on a project of this size and proportion alone. So, my resolution is to put together a development team consisting of additional programmers, multi-state tax advisors, multi-state certified public accountants, multi-state testers, and a solid technical support team. Therefore, I need programmers, technical support people, home & business end-users, CPA's, graphic artists, etc.
This project will be virtually impossible to have anything ready for the 2005 tax season, which is now in full force since I began receiving tax forms in the mail yesterday.
My project goals are to start out with something simple, using the 2005 Federal 1040EZ form as a guideline. Then to expand into the full 1040 and most popular schedules. I want to have several CPA's and tax advisors on hand to consult with them and to verify the results are correct. If we get the Federal forms done over the next few months, we can then work on individual state income tax forms. I would like for this program to be able to run on all popular desktop environments, such as KDE, Gnome, Fluxbox, etc.
Using this method, I believe that by the time the 2006 tax time rolls around, that we may very well have something ready.
